I think Wiimails don't take very long to send at all, unless a nomal e-mail address is involve, in which case it takes friggin' forever. If it's just Wii to Wii, however, it's usually fairly fast. The thing is, though, they only seem to arrive/send when you turn off the Wii (Although I got one earlier while I was in the Mii channel... maybe they also arrive/send while changing channels?). If either person uses the Wii for a long while then it takes the Wiimail a while to get there. Otherwise, though, not long at all.
I have no clue how picture affect this, though.

If someone isn't on channel 1 or 11, their downloads will be incredibly slow.
