Yeah, I drew this the other day, and it looks nothing but strange to me, and I for the life of me cannot determine what it is that makes it look strange. So any help you could give on fixing this would be much appreciated.

The complete lack of chin definition strikes me as kinda odd. That and the hair is pretty damn bushy, but otherwise it seems fine.

Well, the lack of chin is because the our viewpoint to that picture is slightly below her looking upward. And she herself is looking upward a bit.

Hmm... From what I can see her eyes seem too low on her face, the skin between her face and neck seems excessively flabby, making her face seem oversized, and her nose's curves just seem awkward. Does that help at all?

Yeah, the eyes seem too low... if we're being picky, her back hair being so huge is strange compared to the skinny/small nature of her body. Like she'll topple over from being too top heavy. Though that may be intentional. ;P
Also, I would say that in my honest (and completely unqualified) opinion, even a really thin chin line is preferable to none at all. :E

Hm... could it be that her mouth is set a little too far left versus where the eyes and nose are pointing? (And maybe the nose is a bit high for where the mouth is; conversely, the mouth could just be too low, it might be a matter of scooting that up and right just a bit.)

the right eye is great the left eye is also good but in way that doesn't exactly match the rest of the body is good, but comes off as lacing detail in comparison to the attention grabbing eyes I don't think the eyes are much too low so much I think the top of her hair (on the head, not the puff ball things) is too high.
the mouth is done very well and works to give the eyes a context that makes me want to know what she's looking at or thinking of..

When I asked for criticism, what I meant was for you to shower me in praise and tell me what an awesome picture it is. I hate you all But seriously, I updated it a bit: Better? Worse?

Way better, IMO. I see you added plenty of detail - Clothing folds, collarbones... The extra hair and eyebrow detail is great, and it's nice how her head's defined from the end of her neck, now. =P

Much better. Although the hair in the back looks a little strange with that much detail. It's like a rabbit. Much like Sue from Grandia, who has Puffy in her hair. But seriously, It look great

Her hair looks weird. It almost looks like a bushy helmet. Maybe you could use the other hairstyle and just add some small detail to it, like those zig-zag highlights on anime hair? Por ejemplo:

Actually, I was planning on adding the "zig-zag" anime hair highlights in when it's coloured ;x They're the same hairstyle, just the newer one is made to look like hair.
