Theres a fair bit of fmv, and apart from the main story there is a LOT of side quests.

Don't forget that one of the problems with multi-disc RPGs is that you often have to replicate a lot of open areas you can wander in and out of at any time during the plot, eating up how much free space you have on the disc for new content.
Hence why the Golden Saucer is closed on the third disc of FFVII. There's probably a plot reason too (I haven't actually played up to that point), but why do you think they came up with that plot reason?
