UTF-8 is for Western languages only. That may be your problem.

Ah, so what should I set it to to view all characters? This worked fine in IE...

Unicode is on version 4.1, not 8. UTF-8 is the name of an encoding of Unicode. Don't confuse it with Unicode.
Anyway, a bunch of question marks? Are you sure you're not using UTF-16?
